François Rivière

For more than thirty years, François Rivière has run businesses working with local communities. He notably directed and built one of the largest European car park operators and presided the Millau Viaduct.

Knight of the French Legion of Honor and Officer of the National Order of Merit, his active participation in the reflections of a city policy combining economic development, living environment, solidarity and citizenship, is recognized and appreciated by all actors.

It is in particular at the initiative of the Concours National des Villes aiming at valuing the good practices of the elected officials in terms of the city’s policy. He was also entrusted with several inter-ministerial missions to analyze housing strategies of local authorities, and propose a prefiguration of the city center city’s policy.

2001 In cooperation with the Caisse des Dépôts, he bought to Suez the company he was the chairman to create Epolis (number 2 French operator with 60 000 car park in management)

2004 Eiffage bought Epolis and entrusted him with the management of Eiffage Parking, resulting from the merger of Epolis and it car park subsidiary ie 125,000 spaces.

2005 He also became President of the Millau Viaduct built by Eiffage.

2006 With the UK fund Charterhouse, he bought Eiffage’s subsidiary to create the Epolia group, with more than 150,000 spaces in management

2008 He sold Epolia to Q-Park. He created Arteus and the Concours National des Villes

2009 Candidate for Perpignan municipal election, he collected in the first round 7.8% of the votes.

2013 He bought Perpignan rugby club USAP and became the chairman.
